Notice on the initiative to explain problems to the organization within a time limit

The nationwide campaign to fight against evil and eliminate evil is a major decision made by the Central Committee of the CPC at the core of Comrade Xi Jinping. In order to further strengthen the punishment of corruption involving evil and acting as the "umbrella" for evil forces, according to the regulations of the Communist Party of China on disciplinary action, the supervision law of the people's Republic of China and other relevant provisions, the circular is issued as follows:

1、 Where Party members, cadres and public officials are involved in corruption and act as the "umbrella" of the evil forces, they shall immediately stop all illegal activities and take the initiative to explain the existing problems to the organization. Within one month from the date of promulgation of this circular, those who take the initiative to account for their violation of discipline and law may be given a lighter or mitigated punishment in accordance with discipline. If the violation of discipline is minor, it may be exempted from Party discipline and government administration according to law.

Those who refuse to explain the problem of violating discipline and crimes shall be severely punished in accordance with discipline and law. Those who violate discipline against the wind and refuse to stop in the special struggle shall be dealt with strictly and promptly.

2、 Any party member, cadre or public official who is involved in Mafia and involved in evil party member, who reports and exposes the problem of the same criminal or other person's violation of discipline and crime, which is verified to be true through investigation, may be given a lighter or mitigated punishment according to the discipline according to law.

3、 For those who take the initiative to explain the problem of corruption and act as the "umbrella" of the black and evil forces, the discipline inspection and supervision organs will strictly grasp the policy boundary, adhere to the principle of seeking truth from facts, treating differently and combining leniency with strictness.

4、 Those who understand and master the clues of Party members, cadres and public officials involved in evil and corruption and acting as the "umbrella" of evil forces can report to the local discipline inspection and supervision authorities through letters, calls, visits, etc. If it is verified to be true, the real name informer shall be rewarded in accordance with relevant regulations. The discipline inspection and supervision organs shall protect the personal information and security of the informant according to law.

If the detainees report and expose the problem that party members and cadres and public officials are involved in evil and corruption and act as the "umbrella" of the evil forces, it is verified that the case is true, the supervisory organ will propose to the judicial organ suggestions on leniency, reduction or exemption of punishment according to law.

This Circular shall come into force as of the date of promulgation.
